The honest answer is: as short as your message allows, and almost always shorter than your first draft. For most products that means 20 to 60 seconds, with 25 to 45 seconds as the range most launch videos should aim for. But the right length depends on where the video will be watched and what it has to do there.
Platform limits won't help you decide. Every major platform allows videos far longer than any launch video should be. Attention sets the length, not the upload form.

Calculate your length from your script
Instead of choosing a number and filling it, build the video from beats and let the total fall out. A beat is one moment with one job, and most beats need 3 to 5 seconds:

Let the text set the minimum
Each beat has to stay on screen long enough for its text to be read. A reliable rule is about 15 characters per second, so a 45-character line needs 3 seconds and a 75-character line needs 5. If a beat's text needs more time than the beat has, the fix is almost always a shorter line, not a longer video.
